MDN describes CSP as an HTTP response policy that tells a browser which sources and execution behaviors are allowed, providing a defense against cross-site scripting and related injection attacks. [1] It should not be managed as a one-time SEO header copied from a scanner.

A useful inventory records the resource, origin, owner, business purpose, page templates, whether it is required, and whether a safer replacement exists. A wildcard is not an inventory. Every allowed third-party script expands the trust boundary, and naming a domain in policy does not make its code trustworthy.

Report-Only mode observes violations without enforcing the proposed policy. [2] The reporting system itself needs governance. Reports can contain URLs, parameters, browser details, or repeated noise. The team should define who reviews them, how duplicates are suppressed, how long records remain, and which violations are expected during staged rollout.

MDN’s implementation guidance recommends a strict policy with nonces or hashes where possible and warns against broad inline allowances. [3] A nonce should be unpredictable, generated per response, matched by the policy, and never reused as a static template token. One difficult widget should not force the entire application to trust arbitrary inline execution.

Third-party review should include tag managers, analytics, advertising, consent managers, chat, A/B testing, videos, forms, review widgets, payment systems, and social embeds. A dependency that executes JavaScript or receives behavioral data deserves an owner and a justification.

A CSP that blocks the application bundle can return 200 while producing an empty shell. A policy that blocks analytics can make traffic appear to fall while Search Console clicks remain stable. A blocked consent manager can also create a compliance defect rather than a measurement improvement.

CSP is not a consent mechanism. An allowed request can still be legally, contractually, or ethically inappropriate. Verify the collection endpoint, script origin, consent states, debug mode, duplicate events, server-side tagging, and the data that appears in violation reports.

Image and font testing should cover same-origin files, CDNs, data URLs where deliberately required, SVG, responsive candidates, preloads, Open Graph images, and image URLs referenced by structured data. A blocked lead image can affect layout, user trust, social previews, and performance even when body text remains available.

Forms and embeds need their own review. A blocked form submission is a conversion defect, not a Search improvement. Test site search, newsletters, lead forms, login, checkout, external applications, YouTube, maps, documents, and payment frames. Confirm that embedding restrictions match the intended threat model.

The final public header is the product. Framework configuration is merely an aspiration until CDN and proxy behavior are checked. Remove duplicate or contradictory headers, purge cached policies, separate staging from production, and test redirects and error pages. Google’s JavaScript SEO guidance explains that crawling, rendering, and indexing occur through a multistage process that depends on accessible resources. [5]

A controlled deployment sequence is inventory, Report-Only observation, violation classification, dependency removal, nonce or hash implementation, staging verification, cohort enforcement, user and crawler checks, gradual expansion, monitoring, scheduled review, and tested rollback.

Completion criteria

Release only when policy ownership exists, required sources are inventoried, Report-Only evidence has been reviewed, approved inline code uses controlled authorization, critical resources load, primary content renders, analytics and consent behave as intended, forms and embeds work, final CDN headers are verified, error pages remain usable, and rollback and monitoring are operational.

The policy should reduce the ability of untrusted code to execute without preventing the actual website from executing. If every violation is solved by trusting every origin, the implementation has achieved header syntax while preserving the original risk. If the policy blocks the page, it has protected users from the application by removing the application, which is technically decisive and commercially stupid.
